When I close Xp down (turn off) it goes through the
motions until it gets to "Windows is closing down" then
freezes. If I turn the power off of the PC I can press
go and it will boot up.
It might be tied into an issue I had with my Intellipint
mouse that preceeded this is. It froze (and was still
frozen after start up) so I changed the connection to USB.
Any help would be gratefully received.

Here is an easy solution:
Assuming your XP system is on the C drive, if not change the below to
ID the proper drive.
Right click in a blank area of your screen, and check create a short
cut.
When you get to the Target and Start In lines, type in the following:
Target: C:\WINDOWS\system32\shutdown.exe -s -t 01
(Note the spaces)
Start In: C:\WINDOWS\system32
You can change the appearance of the Icon, just right click it,
Properties, Change Icon.
Pick out one you like.
Clicking this Icon will shut your system down, it will not give you
the option to Restart.
