How to turn off Tool Tips

I'm having problems with tool tips for my task bar
icons. Each tool tip is shown in a window sized for the
previous tool tip. So if I have two icons on the task
bar, one 10 characters and one 5, if I go back and forth
between the icons, for one the box is too short and cuts
off the text and for the other it is too long and a big
black area follows the text.

I wouldn't mind being able to fix this, but I will settle
for a way to turn tool tips off altogether.
