After much finagling, I found how to fix the problem. At least, it worked for my configuration.

I added my "local host" IP address (127.0.0.1) to the Norton Internet Security's "Trusted Zone" (Under NIS, go to "Personal Firewall" -> "Configure" -> "Networking" and add 127.0.0.1 under the "Trusted" tab). After that, Fax Monitor worked fine.

I tried adding the Windows XP Fax and fax service executables to the Program Control list with full access rights, but it didn't accomplish anything. Looking through the logs generated by NIS reveals (by way of some time-correlation and second-guessing) that the incoming calls are judged to be Netspy Trojan horse attacks and are blocked. But for some reason, they're only blocked from Fax Monitor. The connection succeeds, and faxes can be reliably received.

Symantec's web site was of no use at all in troubleshooting this issue. The instructions they offered were vague, incomplete, and indecisive; sort of "try all this stuff and see if anything works".

Russ, it appears that you're pretty active in this discussion group. Hopefully, you'll be able to disseminate this solution to what must be a horde of folks out there who are tearing their hair out trying to figure out why Fax Monitor appears to be broken.

Thanks for the info. Pretty much what I thought. NIS is usually the problem
and Symantec has yet to provide solutions. I hope you told them.

I have McAfee's Personal Firewall Plus, VirusScan & Privacy Service installed on my computer. Yesterday, out of the blue, my fax monitor started working. When my telephone rang, I heard the RINGIN wav
from fax monitor. I then checked fax monitor, there were several entries noting
the phone was ringing. I then sent a test fax to someone & it notified me of the progress as well. I did nothing out of the ordinary on my computer yesterday to cause this behavior. Today, just as I suspected, Fax Monitor is not working again, it's dead as
a door nail regarding notifications via fax monitor. I can send a fax but have no notification from fax monitor.
This is very frustrating, to say the least. Why does it work suddenly out of the blue, then nothing after that? By the way, this is only the second time that the fax monitor has worked for me.
I'd appreciate any help or suggestions.
Thank you,
Jill

Then Microsoft has not been able to reproduce this problem. So far, there
have been only sporadic reports with no one able to provide consistent steps
to repro.

Yes, that's correct but the console remains static. I have to close it then reopen it to see that my fax was sent successfully.
With the event viewer, do I look under application or system? I don't see anything pertaining to Fax under the "source" column in either the application or system folder. I do see information, error & warnings under the "type" column.

Then, unfortunately we have nothing to go on. We'd have to log a
transmission to see what's going on, and that' s a pretty labor intensive
task.

I also want to note that my fax monitor did not work from the very beginning. I purchased my computer close to 3 months ago from Dell so the problem is not from a program that I installed afterwards but rather from something that came installed on my compu
ter, I suppose.
Like I said in my previous posts, the fax monitor has only worked on two occasions, out of the blue. The most recent being the other day. Then just as mysteriously, it stopped working the next day when I started up my computer. Maybe (if and when) the next
time it decides to work or pop up I won't shut down my computer in the evening.

Let me know if it continues to work. I thought that was one of the causes we
had already identified.

Here's the reference I posted before about a similar issue with Norton's
Internet Security:

Russ,

Just wanted to let you know that my fax monitor is working for 4 days in a row now after uninstalling McAfee's Privacy Service on 5/7. Had to of been the culprit all along.
Anyway, I now have a problem receving faxes. I get a "attempt to receive a fax has failed" & "an error occured while receiving a fax" messages. I have a Conexant D850 56K V.9x DFVc Modem on my computer after updating my driver. Prior to the driver update I
had a Conexant SmartHSFi V.9x 56K DF PCI Modem on my computer. I was unable to receive with either of these modems. At one time I did have BVRP's Fax Tools software installed when I was having problems with the fax monitor and I did receive a fax on one o
ccasion, had no problem. I was wondering is there some sort of adjustment or setting that I can make or change in order to recive faxes with Fax Console?

Thanks,
Jill

You might want to make sure the modem you are using is compatible

This will be a tough one to solve. Windows XP Fax is very intolerant of many
modems and will throw this error message with modems not on the Windows XP
HCL list (and even some that are). So Victor's suggestion is spot on.
If your modem is on the HCL list, then the problem is most likely from
setting the other fax program wrote to the modem and did not relinquish.
Windows XP Fax does not work well when other fax software has been
installed.

Thank you Victor & Russ. Sorry I haven't posted sooner but yes my modem is on the HCL list. I wanted to let you know that my problem is now fixed! I had a defective modem. I connect to the internet with DSL so I was not aware that my modem was defective. (
Makes me wonder when I updated my modem driver a couple of months ago if that caused my modem to become defective) Anyway, Dell sent me a replacement modem last week. I can now receive faxes with no problem. My fax monitor is still working too, ever since
I uninstalled McAfee's Privacy Service.
Thanks for all of your help.

Take care,
Jill
