For some reason PC-Cillin picked up the file system32.exe
as a virus file located in the windows/system32 folder
for Windows XP so I accidentally deleted it, I have now
learnt my lesson because every time I logon to windows I
get an error saying the computer cannot find the file
system32.exe.

Does anyone know how to get this file back please?

System32.exe is a virus.

The file was removed because it was a part of the virus. It was named and
placed in a clever manner to trick you into thinking it was a legitimate
Windows file. What the antivirus program cannot do is remove the startup
reference that called the virus file and ran it. Because the file is now
gone, you get a message about a "missing file" at startup.

You need to finish the cleanup manually. Look in the usual places that
programs can be started from: the RUN keys in the registry, the startup
folder on the start menu and so on.

There may be other files and changes from the virus that need to be manually
repaired. Visit the website for your antivirus program and look up the name
that was shown when notified about the virus being detected and removed. If
you don't remember the name, find the antivirus program's log file. The
virus name should be mentioned in the log. The website should have detailed
directions for removing any extras that the a/v program could not handle on
its own.
