DTR asserts high on startup

DTR asserts high on startup - I need DTR to stay low
unless it's asserted high by a program. DTR on every
other PC I've ever owned does not go high on startup. I
noticed a "solution" to this problem for Windows ME, but
there isn't anything listed for XP. It appears that ME
and XP have the same or similar problem - is there a
solution for DTR asserting high on startup for XP?
