Windows Explorer error

Whenever trying to access from the "start" menu or
shortcuts from my desktop, I get this message: "Windows
Explorer has encountered a problem and must close." As a
result I have tried to find other ways to get around or
at these programs or shortcuts.

What can be done? A re-install of Windows XP?
