creating a shortcut for a users screen

In Win98 you could go to c: drive and right click a
program to create a shortcut(icon) on start screen. Cant
seem to do this on XP version. Wants me to type
program/file path. not a computer geek so want an easier
way. HELP

Should be able to right click, select send to, and then select desktop (create shortcut).
