cpu usage erratic but can't see why

when i click on the processes tab in task manager the system idle process is usually 99 or 100 and all the other process are 0. however the cpu usage shown at the bottom of the task manager window is erratic. For example t jumps from 21% to 36% to 90% to
2%.... I can't see any process running that account for this. i'm baffled, please please explain

It could be, perhaps, Windows doing housekeeping, or your media player
searching for titles to add to its library, or one of your programs looking
for an update...there could be hundreds of perfectly legitimate reasons for
CPU usage. If you're doing all the right things to protect your computer
from the Internet and you're not experiencing a particular problem, don't
worry about it.
