Xref: kermit microsoft.public.windowsxp.perform_maintain:173053

I have an Athlon 3200 w/ 1GB RAM and ATI 9800 Pro. I'm
running some strees test software. The CPU Usage meter
shows me to be pegged @ 100%. This can't possible be
true. My other machines have issues when you go above
80%. This one doesn't even seem to pause a bit.

Is it possible that XP is not calibrated correctly? How
would I fix / verify this?

Try Process Explorer from www.sysinternals.com
http://www.sysinternals.com/ntw2k/freeware/procexp.shtml

If the busy process has low priority, other running processes can pre-empt
it to respond to user input.
