You get OEM by buying it with hardware (ie. hard drive).
It is hard locked to 1 certain PC by some OEM builders
using the BIOS. And it really should stay with the first
pc you install it on.
But...
For the price difference between OEM and Retail. I'd go
with retail then you won't feel guilty moving your OS from
pc to pc.
