OE needs MS Office installed for spell check to work. Have a look here:

For a free OE spell checker.

Greetings --

Outlook Express, as you've discovered, has no spell-checking
capabilities of its own. Instead, it relies upon the presence of
other Microsoft applications, such as the Office Suite, Word, or the
Works Suite. There are also some 3rd-party shareware/freeware
solutions available at any of the many shareware sites on the Internet

Spell Magic seems well thought-of, though I haven't tried it myself:

Neither Outlook nor Outlook Express has ever come with a spell
checker--not on your old computer nor on your new one. The reason
you were able to do a spell check using Outlook Express on your
old computer was that it had Microsoft Word installed. Outlook
Express uses the spell checker that comes with Word. Since you
apparently don't have Word installed on your new computer, you
have no spell checking facility for Outlook Express to use.

However, besides the spell checker in Word, Outlook Express can
also use one of several other freeware/shareware spell checkers.
I have no experience with any of these, so I'll leave it others
to make a specific suggestion.
