When I turn on the PC it boots up normally to show the
desktop. But, before the startup background programs are
loaded, the system is idle for 2-3 min. I tried runing
msconfig and turning off most of the Startup programs,
but that didn't solve the problem. I would appreciate
anyone's help.

I have the same problem, but mine takes up to 5 minutes!!!

Try running an Anti-Virus scan and adware/spyware scans.
