Can you install and activate XP on two different
harddrives in the same computer?

Hi Rick,
Yes you can. Just boot from the cd and choose a different partition ( Hard
Drive ) to install to .

From the Windows XP EULA:
"Installation and use: You may install, use, access,
display and run one (1) copy of the Product on a single
computer".
Go to Start > Run and type: WINVER , and hit enter. Click
on "End-User License Agreement".

What is the harm of multiple copies on the same computer. That may be the
letter of the EULA but it is certantly not the intent.

You'll find out when you attempt to activate the second
installation. If it activates successfully, then you have nothing
to worry about. If activation is unsuccessful, then you'll be
prompted to call Microsoft to purchase a second license.
