Okay, I've resolved the problem.

I made the assumption that the native driver was the best / most stable. It
wasn't.

I'm using a Logitech USB mouse (MouseMan Dual Optical), downloaded the
latest
drivers from Logitech's web site and both problems seem to have disappeared.

So, if anyone is having Drag-and-Drop problems, I would encourage you to
investigate your mouse drivers.

Cool. Thanks for letting us know how you fixed the problem. Have run into a
few odd problems with Logitech (my preferred mouse brand) this past year
too.
