Power surge in hub port

I have been using a USB 2.0 card in my laptop for the
past 4 months without a problem. However, starting today
the message, "Power Surge in Hub Port," has been
displayed when I try and insert the card(without any USB
devices attached). When the card is already inserted and
the computer boots up, it gets hung up. I am no longer
able to use the USB card. Any idea why this problem
would start so suddenly and how it could be fixed?

I know of several people who have had plug-in cards go bad!
