How do you turn off programs that are running in the
background? The case of loading new programs require that
other programs are turned off prior to instalation.

there are several programs/processes running in the background, but most
will not effect software installations (except antivirus scanners and such
that have real-time scanning of your machine). however, if you want to end
all background processes that are not critical you can use task manager:
right-click the task bar and select 'task manager'. then you can use the
applications tab to end any interactive programs. if you want to end
background applications, first try using their respective system tray
icon(s), then try the "processes" tab in task manager. remember, though you
will not be able to kill system processes, you may be able to kill other
processes that need to be running; make sure you know what the process(es)
are that you are killing.
