can i get and use this driver in xp home? where to get it

Sure...
Click START/Help and Support/ then enter "install speech recognition" in the
search box on the upper left.... then select "Installing speech" on the left
hand side.... then just follow the steps.

Unless we are misunderstanding each other, I am afraid you are mistaken.
Windows XP comes with a speech recognition engine, and is capable without
3rd party software.
It just may not have been installed for them yet.
Nothing else should be needed.
