since upgrading to XP my MS Office programs go through
a "installing" operation each time I launch. Is this
because MS office is not a "start up item"? If so how do I
add to start up items?

Here is a copy of answer provided to me by Nicholas.
You can also just clear the count and still have it tell you
that you have unread mail if you want to keep the feature.

Download and install TweakUI:

Microsoft PowerToys for Windows XP (TweakUI)
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp

After installing, go to Start > Programs > PowerToys for Windows XP >
TweakUI. Expand "Logon" and uncheck "Show unread mail on Welcome screen".

Note: Unread message alerts may indicate you have unread messages not only
in Outlook Express, but Hotmail and/or MSN email accounts as well.
