How can I make either a bootable cd or a bootable floppy that can start my
pc (command prompt only) and still access my HD (ntfs not fat32 )?

The XP CD will do that by booting the recovery console.

Boot to Knoppix.
It can read NTFS.

i just made a win98 bootdisk and got the NTFS driver for dos from
http://www.sysinternals.com. I ran the driver win autoexec and then you can
get to your NTFS filesystem from "dos".

i just made a win98 bootdisk and got the NTFS driver for dos from
http://www.sysinternals.com. I ran the driver win autoexec and then you can
get to your NTFS filesystem from "dos".
