Right-click on My Computer and choose Properties. On the Advanced
tab, in the performance area, click Settings. On the Visual
Effects tab, go to the next-to-last item, "Use drop shadows for
icon labels on the desktop," and check the box.

You can make the text part of the icon transparent, as Ken suggests, but to
make the icons translucent I suspect you need third party software.

Yes, my intrepretation of his question was that he meant
"transparent," not "translucent." If he literally meant
"translucent," my suggestion won't work.
