When I right-click while visiting a webpage, I
select "view source" from the pop-up menu, and nothing
happens. It used to be that Notepad would open
automatically, revealing the HTML encoding for the given
web page.
Is some setting in need of adjustment, and if so, shich
one?

This is usually fixed by emptying the Temporary Internet Files.
Also, if you have a shortcut to Notepad on your desktop rename it to Npad.
Some people have reported that Quick View Plus can cause this.
