Yes. From a filesystem standpoint the difference is around EFS. XP Home
does not support EFS where XP Pro does. But both use NTFS equally.

Neither uses it necessarily. Both use it optionally.

Both XP Professional and XP Home can use NTFS, FAT32, FAT16, and
FAT12, in any and all combinations.
