On XP operating systems I cannot create a new folder
without it being Read Only. I need to view web pages
offline and whenever I create a new folder its Read only.
Even if I uncheck the Read Only box in properties and save
it, it goes back to Read Only. WHY?

Please help

are you using xp pro? is your machine part of a windows domain? if not, are
you logged on as administrator? it is possible that your user account has
'read' and 'write' access to the directory in which you are attempting to
create the folder, but not 'modify' access. to check your permissions, right
click the parent folder and select properties, then click the 'security' tab
to display the permissions. highlight your user name (or the name of a group
of which you are a member) to see your level of access to the folder. a
telltale sign of this is the ability to create a "new folder", but not to
rename it, so you always receive the folder names of "new folder", "new
folder(1)", "new folder(2)", etc.

This is normal behavior. The folder isn't actually read only, it's just
marked that way. I don't have an explanation as to why this is except that
it's by design. So basically, just ignore the fact that the folder is
marked as read-only, it doesn't mean a thing. The files you put inside it
will not be flagged as read-only.
