XP Home
I am set up as an Administrator Account, yet I am unable
to change even the Hard Drive name, or allowed access to
a Networked Computer (which I can see is available).
I have tried to create other Admin accounts, and they
don't have rights either.
What do I need to do to fix this? Please Help.

Are these accounts a member of the Administrators group?

Not sure exactly what you mean, but even in Safe Mode
(F8) I see Administrator + Mine(Adminstrator).
Even the Administrator account does not have the rights
to change HD name, yet I can add any software I want
etc...

Click Start -> All Programs -> Administrative Tools -> Computer Management
Expand 'Local Users and Groups'
Click on the 'Groups' Folder
Double click on 'Administrators'.
Do you see your accounts there? If not, add them to this group.

Under Admin Tools/Computer Management(Local) I do not
have Local Users and Groups listed, nor any other
reference to Administrators. :(
The only categories under Computer Management are:
System Tools - Event Viewer/Shared Folders/System Logs
and Alerts/Device Manager
Storage - misc
Services & Applications - misc
Unclear in how to access what you have mentioned
