I have been downloading files and now I get the ".exe.asp"
ending on the file. I am unabe to open them WHY? What new
thing has microsoft added to make life more miserable for
everyone else, so you have to but something else from them
to get a download!!!

Don't be so quite to blame Microsoft. Problems like these are generally
because something has been changed on the individual system, not a ploy by
Microsoft to force users to download something else.
What type of files are you downloading? Give us more info so we can better
help you.
To make sure the file extension doesn't change when you are saving a file,
make sure that you have it set for 'All Files' in the save window for the
'Save as type' dropdown.

do you have an antivirus program running on your machine? if so, is it
updated? if so, have you run a full system scan on your machine? do other
executables run? do you use any p2p file sharing programs such as kazaa,
morpheus, winmx, groekster?? if so, then you have introduced a myriad of
unknowns into your machine, as these are some of the most dangerous
applications you can use: they open ports on your machine that hackers can
use to compromise and take control of your system and greatly increase the
chance of downloading infected programs as most major software manufacturers
such as adobe, macromedia, etc will intentionally share corrupted/infected
versions of their products to discourage piracy - just look at what madonna
did with her latest album (same idea, just more benign).
