OUTLOOK EXPRESS

I do not nor do I WANT to use Outlook Express, but it
keeps popping up just like SPAM! How can I disable just
Outlook Express or delete it without affecting my other
programs?

In the Control Panel > Internet Options > Programs you can specify a
different default mail client. OE should not start automatically then.

Not sure what you mean by "popping up"?

What email program is set as the default? To find out. open Control
Panel/Internet Options/Programs Tab and see what is specified for the email
program there.
