Right-clicking the Shortcut icon, selecting Properties then the Shortcut tab
and placing the text "%SystemRoot%\explorer.exe /n,/e,C:\" (without the
quotation marks) in the "Target" field works in Windows 2000. Haven't tried
it in XP yet.
Hope it works.

For XP Pro
Right click on the shortcut icon and select "Properties"
Target = %SystemRoot%\explorer.exe /e
Start in = %HOMEDRIVE%%HOMEPATH%

A side note - if you drag the shortcut down to the quick launch area of the
taskbar you can open explorer with one click, even when many other programs
are hiding the icon on the desktop.
