I am trying to do some quality Functional deployment
tools by using a organizational chart or a power point
slide type software. Where on my new Sony Vaio system can
I find these basic tools? Do I need to buy new software?

Winodows XP is only an operating system. If you require application
programs such as Microsoft PowerPoint, then you'll need to purchase
and install those application programs.

PowerPoint is part of the Microsoft Office Suite of applications. Unless
your PC came with Office bundled with it then you'll need to purchase that
separately. For more information on the different Office suites that are
available see http://www.microsoft.com/office/howtobuy/choosing.asp.
A free alternative to Microsoft Office is OpenOffice from
http://www.openoffice.org/.

You don't, unless the company you bought it from chose to bundle
it with the package they sold you.

Yes. If you want application software you have to buy it. No
application software has ever come with *any* version of Windows.

Oh really? Wordpad, Paint, IE, Moviemaker and Media Player,
to name a few, are all applications that come with Windows.
