Once I create a search in XP, I save it to a folder using the "save."
However, when I double-click on it (as directed by support.microsoft.com),
nothing happens. How do I run a saved search?

Does anything happen when you double click a .FND file? When I try, Search
opens with the search criteria fields already filled in. Exactly what a FND
file should do. To bring up a list of results, the Search button still needs
to be clicked.

If Search is not opening for you, check Event Viewer (start> run>
eventvwr.msc) to see if there are any notes about where this process is
failing.

Clicking on a FND file icon results in . . . nutin. Nothing opens . . no
error messages . .
no popup boxes . . I do think I see the screen blink but if it does, it
happens fast enough I can't tell if I see am actual blink ot if I am
blinking.

BTW, I am on a network if it matters.
Finally, going to START and clinking SEARCH results in . . nutin (see
above). The searches I am creating are by opening Explorer, selecting
Search, running a search, and hitting Save As.

While a network administrator might block searching across the network, it
would be unusual for local searches to be blocked. Add to this that you are
unable to open Search from the start menu and it starts to look like Search
is the problem on this particular system. Once that is working, FND files
will probably be okay too. You can run a quick repair on Search by running
it's INF file:

Open Windows Explorer to the Windows\inf folder. Right click on the
srchasst.inf file and select Install. You'll be prompted the XP CD. You need
the i386 folder used by Windows setup that is on all retail CDs, some OEM
CDs or, if provided by the computer manufacturer, that is somewhere on your
hardware.
