Some cd's won't work in cd drive

I can play music cd's, but data cd's do no work. When I
put the cd in the drive, it just appears as if nothing is
in there. It looks like the drive is trying to read it and
the light keeps blinking, but windows explorer doesn't
recognize that there is a cd in the drive. The cd's I am
trying to play are both pre-made cd's (software programs)
and cd's I burned myself (documents and images). I
reinstalled the driver, and ran the device manager and it
said everything was working ok...but it isn't.

Please help!
