I am trying to reinstall Symantec's PC Anyhwere 10.5 and
keep getting the Error with permissions 1303 and a
failure to complete the install. Symantec says this is a
Windows issue. Anyone have any suggestions???

I went to the URL you suggested however the suggestions
contained therein are ones I have already tried:
unloading virus and other background tasks, and I am the
administrator as this is my own computer.
Please help; I need to install this software.

Actually it's an Installshield and Symantec issue. Installshield is the
installation vehicle that Symantec customized to install their software. If
it is not working, then you need them to tell you how to workaround that
error so that you can install their software.
Besides unloading your antivirus and closing down other programs, have you
tried clearing out your temporary files? Leftovers from old or failed
installs have been known to interfere with new installations. You'll need to
set Folder Options> View to show hidden files to do this.
Delete the files and folders inside of the following Temp locations:
Documents and settings\<your account\Local Settings\Temp
Also check the Windows\Temp folder.
If a file is in use, Windows will refuse to delete it. Just work around that
file(s) and delete the rest.
