All folders open in there own folder leaving me with
multible folders open. Have changed setting in folder
options and appplied to all folders. This didnot help.
Is there any way to fix this problem with out
reinstalling windows?

Did you get both settings in Folder Options?
Folder Options> General: Place mark next to "Open each folder in the same
window."
Folder Options> View> Advanced list: Uncheck the box next "Launch folder
windows in a separate process."

Ensure you have the Folder Options:
General Tab > Browse folder > Open each folder in the same window,
enabled and
View Task > Launch folder windows in a separate process, disabled.
Also keep in mind the opening of folders in the same window only pertains to
when you are opening another folder within that window.
For example if you have several folders on your desktop and you open each
one from the desktop they will open in different windows, but if you
navigate in explorer to the Desktop folder location and start opening
folders from the desktop in that current window they will open in the same
window.
