There is no spreadsheet in Windows (any version).
Spreadsheets, word processors and databases are applications
that you must order/buy depending on your needs. Some
computer manufacturers create a marketing bundle and include
the package of hardware and software that they think you
need. This cost less than buying the software off the
retail shelf because the OEM buy hundreds of thousands at
one time (volume pricing). But it does raise the price of
the computer, so many computers sold no longer have
application software included in a package deal, that allows
them to advertise a lower price.
The standard spreadsheet in business is MS Excel, although
there are others. There are even "free" downloads such as
Open Office or Star Office that work OK.
MS Office is a suite of office applications, MS Works is a
simple application which integrates the basic functions and
it is suitable for home use for simple tasks.

You need a third party app installed. MS Excel is very popular and you need
to purchase it. However a free alternative called Calc is part of the Open
Office Suite. The download is quite large so you really need a cable or DSL
connection to get it. Check here http://www.openoffice.org/product/ You can
easily configure the preferences for Calc to open and save files in the
Excel format .XLS

That's because it isn't there. Neither Windows XP nor any other
version of Windows has ever come with a spreadsheet program.
If you want a spreadsheet program you need to buy one. There are
several choices, Microsoft Excel, the spreadsheet in Microsoft
Works, the one in WordPerfect, in StarOffice, in OpenOffice, etc.

Open Office is free, actually. Not bad though.
