It's found in the startup tab of MSCONFIG. Whenever I
started my PC, a window (similar to Windows Explorer)
would appear that was for System32. When I turned that ?
L/ENG off, it did not appear anymore. So far, it doesn't
seem to have affected anything.

Probably a corrupt entry that got in there somehow. It was doing nothing
before, although invalid entries like that can cause the system32 folder
to open on startup. But since that would be the only effect because the
entry was invalid to start with, removing it would do nothing more than
stop the system32 folder from opening on startup.
