Modem will not dial, recognized, drivers are correct, error 680

Hello,

I have been helping a friend that has XP on a laptop.
Modem will not dial at all. Drivers are the right ones,
did a diagnostics and modem is recognized. What could be
the problem? What else should I check?

And what happens when trying to dial?

And what happens when using Hyperterminal?

And what does Device Manager report?

And what do system (event) logs report?

And when a POTS phone is used while plugged into the modem's
other phone jack, the phone does what?
