I had a problem with my PC so I formated my C drive and
reinstalled XP. Since then I can see both my C drive and
my second hard drive in the device manager, but my second
hard drive does not have a drive letter assigned. How can
I get to the information that is on my second hard drive?

Right click on My Computer and select Manage. On the following screen,
click on Disk Management.
The second hard drive should now show up on the right hand side of the
screen. You should be able to right click it and assign it a drive letter.

Assign one in Disk Management (diskmgmt.msc)
