Windows XP Assistance

I am a Federal employee who has Windows Home Edition of
XP. We are changing over to a One-VA VPN type sign on
system away from our work place. I have been unable to
install my software as it indicates XP is not
acceptable. My IT person gave me the following address:

I have been informed this is a link for the hardening
guide for XP and my computer should work. I have been
unable to connect or locate.
