the damn thing wont shut down!

in the last couple of days windows doesn't shut my pc
down, and just stay in the annoying "WINDOWS IS SHUTING
DOWN" screen. no major hardware changes have been made.
what can i do to make the pc shut down?
(the system is capable of shuting down from windows)
