The laptop that I have does not have an external ps/2
port. When I try to connect a serial mouse, it is not
recognized by XP.

I checked the bios settings and serial port is enabled
and I know that the mouse I am trying to connect with is
operational.

What do I need to do to have XP recognize the serial
mouse?

Make it USB. Microsoft made the decision to not support some legacy devices.
Unfortunately, serial mice is in that list.

The easiest way I have found in that situation is to install a USB PCMCIA
card, then install the mouse as USB.
