This device cannot start. (Code 10)

I am trying to install a second video card on my machine
and I get the following error:
This device cannot start. (Code 10)
I have uninstalled and reinstalled it to no avail. I am
trying to set my machine to run a second monitor. My
primary video card is ATI Radeon 9200 and is in the AGP
slot. The second card is a Cirus Logic PCI card. I tried
another ATI PCI card the first time through.
