I reinstalled XP due to 'losing' my tcp/ip. When I get to
my Gateway 'Welcome' screen, it tells me I must activate
through Microsoft. How do I do this if I can't get on
line?

There should be a prompt with a phone number on it for Microsoft

no phone number with prompt. I am thinking I need a disk
in a boot up but none have gotten me through the loop yet.

It's an interesting thought, but you don't need any sort of disk to
activate. If you follow the prompts, it should try to activate online and
when that doesn't work it should give you a phone number to call. If that's
not working, call Gateway, so you probably shouldn't have needed to activate
if it was OEM from Gateway.

If you had a number to call, but you weren't getting to the right screen, it
wouldn't do you any good anyway.
