CD-R/DVD ROM Drive configuration-Code 19

I have a dell laptop with a cd-r/dvd rom drive. I had
been having a problem with shutting down the computer but
i got that resolved. After that happened, my drive won;t
work. It says that "Windows cannot start this hardware
device because its configuration information (in the
registry) is incomplete or damaged. (Code 19)" I called
dell and they sent out a new drive but the message is
stilll there. I can't use the drive at all to burn,
listen to cd's or view dvd's. The next step i would have
is to completely reinstall wimdows XP home edition, which
would be difficult since i don't have a burner to copy
some of my files on to. If anyone can help, it would be
greatly appreciated.
