Startup and Shutdown songs not playing

I installed WinXP last year and love it. Thing is the startup and shutdown songs don't play even though they are enabled in Sounds. I've tried everything but they just don't play. Every other sound works fine though including the Log On and Log Off sounds.
The weird thing is I have another account on this same PC which is a limited type account and it plays the startup and shutdown songs fine. Does anyone know how to fix this problem? Any help would be greatly appreciated. Thanks.
