Normally when the monitor doesnt self test when connected
it is down to the VGA card not putting out a picture as
the wiring on a normal VGA connector allows the monitor
to know when it is connected and most monitors dont self
test when connected.
I suspect your power supply (PSU) is not powerful enough
for the new card. Most modern GFX cards use a lot of
power and newer Radeons and GeForce FX cards are renowed
for requiring powerful PSUs. I would consider getting a
more powerful one, and try another GFX card to be sure. I
doubt it's a fault though
