computer won't shutdown

I recently installed a new HD (the old one crashed). After finishing
installing all the apps, (MS Works2002, Money 2002, Easy Cd creator 5 basic)
I noticed that when I click shutdown, the computer restarts.... Is there any
setting I need to change?
