because the driver is bound to the usb controller, which
has 2 ports most times. many boards have more than one
controller to offer more ports. when you plug a device
into a new controller, drivers need to be reinstalled.

Not necessarily. Some USB devices have unique ID chips in them and XP can
and will recognize that it is the same device, just now connected to a
different USB port... and it will swap over the drivers without your having
to do anything at all.

USB devices that do not have the unique chip in them are recognized as a
second instance of the hardware and therefore need new drivers.
