I had this problem.
Either
You may have purchased a device which is USB 2 compliant
but not USB 1 (this is unusual). USB 2 is faster and
requoires an appropriate USB 2 compliant port.
Or
You may be able to install a USB 2 driver for the port
from the USB card or motherboard vendor, if it is capable
of working at higher speeds.
