I have temp folder that hundreds of what I think are
useless files. The folder has about 465 mgs of infomation
in it dating back at least a year. If I erased this
information would it mess up my computer??? Please help

Erase away. Nothing in the temp file *should* be needed by your computer.
I say should, because who knows if some poorly written program accidentally
put some files in there and never moved them to an appropriate program
folder. This is highly unlikely though.
You should go in and clear out the temp folder once a month if you use your
computer quite a bit.
You can also use the disk cleanup wizard (programs --> accessories -->
system tools) to clean up unneeded files.

No. Not only can you delete everything in the temp folder, but
you should do so periodically. The only files it's not safe to
delete are those in use, but since Windows won't let you delete
those, it's safe to try to delete everything.

C:\Windows\ that are "set_.tmp"? (Also, I have lots of
ISG__.tmp files under C:\Windows\TEMP that I should
erase.)

Tmp files are temporary files. Regardless of where they are, it
should be safe to delete them.
