Add Remove Programs

is add remove programs the only place to remove programs
as several times i have gone there to remove a program and
it was not there

Check the program on the Start Menu, is there an Uninstall ProgramABC,
for example. Is there an Uninstall ProgramABC in C:\Program Files\
ProgramABC??
