After logging onto my pc and selecting a user (4 users
are set up and it happens to all of us) and if my cable
modem is switched on for internet access there is what
appears to be a pop up but the document is blank. I
found if I disabled my pop up stopper as soon as the
opening page opens it would allow this to open and it
automatically goes into the internet and it is for a
scratch card advert type thing!. We never open it we
just delete it and you can carry on as normal. Sometimes
and I don't recall how, it puts a shortcut on the desktop
and you have to delete it to the recycle bin. Is there
anyway of stopping this?

Sounds like spyware, is kazaa/morpheus/etc on the machine? You may want to
look for a spyware detection software and see what is on the machine
(adaware is popular).
